Regulate the manufacture and sale of such software.
It is perfectly reasonable to expect laws to protect copyrights and patents. Every business in America needs a regulator. The government already does its best to prevent monopolies. Pharmaceuticals and firearms cannot be manufactured or sold without license or regulation. Maybe the answer is not to prevent software hacking devices, but to regulate the manufacture and sale of them in a way that will benefits all parties. One suggestion is for software developers to limit how many copies could be generated from one software package or allow a customer to use the software on any computer in the purchaser's home.
